A second psych eval done by federal prison psychiatric staff on 19-year-old Ryan Schallenberger says that he is competent to stand trial. Schallenberger is accused of plotting to blow up Chesterfield High School in South Carolina. Police were tipped off by his parents when a large amount of ammonium nitrate showed up at their house.

Jury selection is due to start in August.
